REVISED BYLAWS OF THE COUNCIL OF THE INTERNATIONAL INPUT-OUTPUT ASSOCIATION

(According to the decision by the Council of 10 October 2002)


∫ 1. Role of the Council

According to ∫ 11 of the Statutes of the International Input-Output Association, the Council is the governing body as far as all scientific matters are concerned. In particular, the Council shall have the following responsibilities:

(1) The Council shall decide all scientific matters of the Association.

(2) The Council shall, in particular, plan and organise all scientific conferences held by the Association.

(3) If the Association decides to publish a scientific journal or other scientific publications, the Council shall appoint the Editor (and a Co-Editor, if desired) and the members of the Editorial Board.

(4) The Council shall decide upon the granting of aid for scientists and the award of scientific prizes.

(5) According to its Bylaws, the Council shall have the possibility to appoint members of the Council or other Association members for carrying out special tasks, especially in the field of scientific and organisational preparation and realisation of scientific conferences.

(6) The Council shall have the right to invite non-members to the meetings and events organised by the Association. It shall also have the right to pass on published material to non-members if this seems suitable.

(7) The Council shall have the right to appoint a second auditor (see ∫ 15).

(8) The Council shall advise the Executive Committee in all matters listed under ∫ 13.

∫ 2. Members of the Council

The Council shall consist of nine elected members, up to five appointed members, the Secretary, the Treasurer and 每 as long as the scientific journal is published 每 its Editor.

∫ 3. Elections of Council Members

(1) The nine members shall be elected from among the Association members by all those who hold the right to participate in the General Assembly. The elected members shall serve for a period of nine years. Every three years, three members shall be newly elected. Immediate re-election after the end of a term of office shall not be possible.

(2) All Association members have the right to nominate members for Council elections.

(3) The nomination and election of candidates for Council membership have to be carried out by postal ballot. The Secretary shall be responsible for taking the necessary steps and for carrying out appropriate measures to ensure confidentiality of both nominations and election. The Secretary shall draw up a list of all nominated candidates, which shall be the basis for the election process. The list shall only include those candidates that have informed the Secretary of their willingness to be nominated. Every member holding the right to vote can vote for up to three candidates. In case of a draw, the result shall be determined by casting lots. All the members shall be informed about the result of the Council election in an appropriate way.

(4) After the election, the nine elected Council members shall appoint up to three additional members on to the Council. The term of office for appointed Council members shall be three years. After this term of office, a member cannot be immediately appointed on to the Council again. If the president leaves the Council due to the completion of his/her term of office, he/she shall be appointed on to the Council as a fourth member. For the purpose of preparing a Conference the Council may appoint an additional fifth member who then should be responsible for organizing the Conference. The term of such an appointed member should be limited to two years. This appointed member shall have no voting rights.

(5) After the election, the Council shall appoint a President and two Vice-Presidents from among the nine elected Council members. They shall represent the Council to the outside. The term of office of the President and the Vice-Presidents shall be three years.

∫ 4. Council operations

(1) The Council operations shall be determined by the Bylaws drawn up by the Council itself.

(2) The Council must obtain approval from the Board prior to taking actions that might have financial ramifications upon the Association.

(3) Council members shall hold honorary offices. However, they shall be entitled to reimbursement of demonstrable costs resulting from their activity for the Association, provided that they have reached an agreement with the Treasurer before undertaking the activities from which the costs result. The Treasurer shall be responsible for reaching an agreement with the Secretary.

∫ 5. Objectives of the activities of the Council

(1) In accordance with the Statutes of the Association, the objectives shall be the advancement of research in and teaching of input-output analysis, especially in the fields of methods of compilation of input-output tables, analysis of input-output tables, the elaboration of input-output models, the research of mathematical properties of input-output models, input-output studies on the changes in the structure of national and regional economies, applications of input-output analysis in enterprises as well as international comparisons and model construction for economic forecasting and analysis based on input-output. The Council shall also promote the integration and use of input-output applications and techniques in other scientific disciplines.

(2) The Council shall carry out its objectives by bringing together scholars who share the same interests as the Association, ensuring close contact between them and the Association, circulating documents and bibliographical material, arranging conferences of scholars from time to time, and co-operating with scholars and practitioners from other fields of knowledge, such as econometrics, engineering, ecology, sociology or anthropology, and establishing contacts with enterprises, regional bodies and international operations in the use of input-output analysis.

∫ 6. Official language

English shall be the working language of the Council. The Council shall strive to accommodate any member who is obliged to submit a document in any language other than English.

∫ 7. Decisions of the Council

(1) Unless the Council determines otherwise, six members shall form a quorum at all its meetings and all questions shall be dealt with by a simple majority.

(2) A written procedure 每 organised by the President 每 shall be admissible.

(3) The President, the two Vice-Presidents, Secretary and Treasurer, and, if there is a professional publication, Editor of the Journal shall comprise an Executive Committee that make relevant urgent decisions required for the efficient running of the Association. They will inform all Council members, or, if appropriate, all members of the Association of such decisions.

∫ 8. Special tasks of the Council

(1) Organisation of international conferences
In order to promote the advancement of knowledge relating to input-output analysis, the Council shall organise International Conferences on Input-Output Techniques. The Council shall decide on the place and the date and appoint a chairperson of a programme committee and a person responsible for the local organisation.

(2) Other conferences
In addition to conferences organised by the Association itself, the Council may decide to support with financial and/or technical aid regional input-output conferences or conferences in related fields.

(3) Travel funds
In order to promote participation of young scientists from developing countries at the international input-output conferences, the Association may decide to provide travel grants. The Council shall set the rules for travel grants, including the number of grants to be provided, and appoint the members of the Travel Funds Committee.

(4) Leontief Memorial Prize
The Association may also decide on providing Awards to outstanding scientific achievements in honor of its late Honorary President, Professor Wassily W. Leontief. The Council shall set the rules for such and appoint the members of the Leontief Award Committee.

(5) Honorary Members
The Council may decide to nominate Distinguished Fellows or an Honorary President.

∫ 9. The Journal

(1) In case the Council decides that the Association will publish a journal, the Council shall decide which members should carry out negotiations with a publishing house.

(2) The Council shall nominate the Editor, a Co-editor (if desired) and 每 based on proposals by the Editor 每 the members of the Editorial Board. The Editor and the Co-editor shall serve for a period of five years and can be reappointed. In nominating a new Editor or a new Co-editor, the Council shall take care of a smooth transmission of functions. The term of members of the Editorial Board should be limited to ten consecutive years.

∫ 10. Sub-committees

In order to make its work more efficient, the Council may wish to establish sub-committees to prepare decisions and to carry out activities within the responsibility of the Council.

∫ 11. Promotion of Membership

In order to promote the objectives of the Association, the Council will take appropriate measures to make the activities of the Association known to all scientists working in the field of input-output analysis and related areas and to invite them to become members of the Association.

The Council will also approach institutions and invite them to become institutional members of the IIOA.

∫ 12 Modification of the Bylaws

The Council may wish to revise or to modify its Bylaws. Before any such decision is taken, however, full consistency between the Statutes of the International Input-Output Association and the Bylaws has to be guaranteed.
